LIVE UPDATES: Habagat rains affect parts of PH on Tuesday, Sept. 1, 2026

The public is advised that the San Roque Dam in Pangasinan will release water on Wednesday, September 2, as a precautionary measure.

In a Facebook post, the Pangasinan provincial government shared a notice from the National Power Corporation saying that as of 12 noon Tuesday, the San Roque Dam has reached 283.68 meters above sea level.

As a result, spilling operations need to be conducted. Two gates will be opened at two meters, which will be equivalent to 300 cubic meters per second.

It has an inflow of 714 cubic meters per second and an outflow of 270 cubic meters per second.

State weather bureau PAGASA said two or three tropical cyclones may form inside or enter the Philippine Area of Responsibility (PAR) this September 2026.

PAGASA also said tropical cyclones occurring in September may have a chance to make landfall in Northern Luzon or the Bicol Region, or skip the Philippine landmass, according to a report on Unang Balita on Tuesday.

On Tuesday, Tropical Storm Pilandok is being monitored inside PAR.

“This tropical cyclone is less likely to make landfall over the country and will remain far from the Philippine landmass,” PAGASA said.

However, the state weather bureau warned of possible effects from the prevailing Southwest Monsoon or Habagat. —KG, GMA News

The Armed Forces of the Philippines (AFP) has deployed troops, military vehicles, and water assets to flood-hit areas in Luzon as the country continues to deal with the effects of the Southwest Monsoon or Habagat and Tropical Cyclone Pilandok.

At a press briefing, AFP spokesperson Colonel Francel Margareth Padilla said the disaster response teams were sent to Tarlac, Pampanga, and Bataan.

“For humanitarian assistance and disaster response, noong August 29, the AFP deployed personnel, vehicles, and other HADR assets to Tarlac, Pampanga, and Bataan to support local government units and disaster response agencies,” she said.

This is to assist local government units and disaster response agencies in rescue operations and the transport and distribution of relief supplies.

The agricultural sector has incurred P2.84 billion damage and losses due to the onslaught of the enhanced Southwest Monsoon or Habagat and tropical cyclones Luis, Maymay, and Neneng, the Department of Agriculture (DA) said on Tuesday.

Latest assessments by regional offices showed that the agricultural damages were recorded in Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas.

There were 72,803 farmers affected and 64,234 hectares of agricultural areas destroyed.

The weather disturbances have also caused 63,921 metric tons of volume of production losses in agricultural commodities. 

Pilandok (international name “Krovanh”) intensified into a tropical storm on Tuesday morning, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its 11 a.m. tropical cyclone bulletin, PAGASA said Pilandok was located 1,060 kilometers east of Extreme Northern Luzon. Despite its intensification, no tropical cyclone wind signal was in effect.

The Philippine Coast Guard (PCG) on Tuesday said it has recovered the body of one of the five people aboard a vehicle that plunged into the Tarlac River following the partial collapse of Agana Bridge in Tarlac City.

In a statement, the PCG said the body was recovered in the waters off Barangay Pugaro in Dagupan City, Pangasinan on Monday.

The Coast Guard Station Dagupan received a report around noon about a floating cadaver spotted by a motorbanca operator in the area.

A response team was deployed to verify the report and conduct retrieval operations. The Coast Guard responders confirmed the sighting and recovered the body.

One exit and two entries at the North Luzon Expressway were closed Tuesday morning, while heavy traffic is expected in some areas due to flooding.

According to an advisory from NLEX Corporation, here are the road and traffic conditions along the highway as of 10 a.m. on Tuesday, September 1, 2026:

Death toll from the combined effects of Tropical Cyclones Luis, Maymay, and Neneng, as well as the Southwest Monsoon or Habagat has risen to 34, the Office of Civil Defense (OCD) said Tuesday.

In an update as of 6 a.m., the OCD said the fatalities were recorded across several areas, with Benguet accounting for the highest number at 15.

Of the 15 deaths in Benguet, 10 were recorded in Baguio City, three in Atok, and two in La Trinidad. All were due to landslides. Rizal and Batangas, meanwhile, had four deaths each.

Traffic remained heavy along parts of the North Luzon Expressway (NLEX) on Tuesday morning amid the flooding in San Simon, Pampanga.

According to a report of GMA News' James Agustin on Unang Balita, NLEX management began diverting northbound vehicles at the Santa Rita Exit at 10:40 p.m. on Monday.

This was to prevent them from proceeding toward San Simon due to flooding caused by the overflowing Pampanga River.

Motorists were advised to take the Maharlika Highway and proceed toward the Central Luzon Link Expressway.

Several trips by sea vessels were canceled on Tuesday due to inclement weather caused by the Southwest Monsoon (Habagat).
