The RAGE (Reform Alliance for Accountability, Good Governance and Ethics) expanded to the Visayas on the eve of the House of Representatives plenary proceedings on the impeachment case against Vice President Sara Duterte.

In a gathering in Cebu City on May 10, 2026, Duterte’s brother, Davao City Mayor Sebastian Duterte, urged Cebuano lawmakers to listen to what their constituents have to say on the matter.

“Paminawa ninyo inyong mga constituents. Labi na katong diri’s Cebu… Paminawa ninyo inyong mga constituents kung unsay gusto,” the mayor said.

“I ask you, ipakita ninyo sa inyong mga constituents nga bisan pag wa moy kwarta, kaya ninyong barugan ang prinsipyo ninyo,” he added.

He made the call after reportedly receiving information that congressmen who will support the impeachment will allegedly get infrastructure projects and cash worth millions.

Earlier, House Committee on Justice chairperson, Rep. Gerville Luistro, who led the conduct of the impeachment hearings, denied the claim of Senator Imee Marcos that congressmen are being offered a massive “incentive package” to vote ‘yes’ to the impeachment.

The senator, in a message to GMA News, said the alleged offer includes P5 million in cash, P3 million in additional Maintenance and Other Operating Expenses (MOOE) per month, and P150 million worth of projects, read a story on GMA News Online.

The Davao City mayor is leading the coalition together with former speaker Pantaleon Alvarez and former congressman Mike Defensor.

Among those present at the RAGE Visayas League launch were former mayors Michael Rama of Cebu City and Jonas Cortes of Mandaue City.

The coalition was launched first in Manila in April 2026.

VOTE WITH CONSCIENCE

Meanwhile, still in Cebu, Archbishop Alberto Uy said congressmen must decide on the impeachment with “prayerfully formed conscience.”

Uy, in a social media post, said decisions that affect the country must be guided “not by political convenience” but by “moral integrity.”

“That is why prayer is essential. A Catholic lawmaker must consult God sincerely and ask for the grace of wisdom, humility, and courage,” he said.

“Conscience is not merely personal opinion or emotion. In the Christian understanding, conscience must be formed by truth, prayer, moral principles, and honest discernment,” he added.

He also urged congressmen to “resist the temptation to act out of anger, blind loyalty, fear, pressure, or personal ambition.”

“Every Catholic lawmaker must decide according to truth, justice, the Constitution, the common good, and a conscience formed before God,” Uy said.
