Local governments across Northern Luzon tightened safety measures on Thursday, July 9, 2026, as Typhoon #IndayPH passes near the region, with authorities banning sea activities, monitoring landslide-prone areas, and preparing communities for possible strong winds and heavy rains.
In Dagupan City, officials imposed a no swimming, no surfing, and no fishing policy in all coastal areas, including Tondaligan Beach, to protect residents and tourists from hazardous sea conditions.
Dagupan City Disaster Risk Reduction and Management Office (DRRMO) officer Ronald De Guzman said public safety remains the government's top priority.
"Kasi ang priority natin dito ay 'yung kaligtasan ng bawat mangingisda natin, tapos 'yung pagpasok ng mga turista natin," De Guzman said.
Lifeguards, assisted by the Philippine National Police, Philippine Coast Guard, Maritime Group, and barangay officials, have been deployed in full force to enforce the restrictions.
Chief lifeguard Ella Oribello urged the public to cooperate with authorities.
"Nakikiusap po kami, mas maganda 'yung laging handa. Prevention is better than cure," she said.
With swimming prohibited, some visitors opted to stay onshore. Hilda Bañaga, who celebrated her birthday with her family at Tondaligan Beach, said the restrictions did not dampen their spirits.
"Okay lang po, masaya naman po kami, kahit walang swimming," she said.
In Nueva Vizcaya, the Mines and Geosciences Bureau is closely monitoring 39 villages identified as high-risk areas for landslides and flooding, while emergency responders have been placed on alert.
In Batanes, residents secured the roofs of their homes with ropes and reinforced windows with wooden boards to reduce damage from strong winds.
Meanwhile, fishermen in Calayan, Cagayan pulled their boats ashore, while the municipal disaster office readied rescue equipment ahead of the typhoon's possible impact.
In Casiguran, Aurora, authorities also temporarily suspended sea travel as a precaution against rough weather conditions brought by the approaching storm.
