NAPOLCOM to file admin charges vs. alleged 'narco-generals' Pagdilao, Tinio


The National Police Commission (NAPOLCOM) found probable cause on Tuesday to file administrative charges against two of five alleged "narco-generals:" former National Capital Region Police Office chief Police Dir. Joel Pagdilao and former Quezon City Police District head Chief Supt. Edgardo Tinio.

On GMA News TV's "Balita Pilipinas," lawyer Johnson Reyes, NAPOLCOM Service Director, said the two police generals will be charged with serious neglect of duty, serious irregularities in the performance of duty, and conduct unbecoming of a police officer.

Pagdilao and Tinio are among the five alleged "narco-generals" named by President Rodrigo Duterte for their supposed involvement in the illegal drug trade.

Reyes said the police commission obtained circumstantial evidence and direct evidence against Pagdilao and Tinio.

However, Reyes said they have yet to find concrete evidence linking the two as protectors of drug syndicates.

He added that the investigations on their alleged links will start once they receive the clearance from Duterte.

Pagdilao and Tinio can either be suspended or dismissed from the service if the NAPOLCOM founds them guilty of the charges.

Interior Sec. Mike Sueno said in a briefing on Monday that the agency prepared a prima facie case against Pagdilao and Tinio.  

Sueno added that the DILG is still drafting its case against another alleged narco-general, Dir. Bernardo Diaz.

Aside from Pagdilao, Tinio and Diaz, the two other alleged narco-generals are retired former Deputy Director General Marcelo Garco and former Chief Supt., now Daanbantayan, Cebu Mayor Vicente Loot. — Joseph Tristan Roxas/VVP, GMA News
