Marcos raises pork minimum access volume to 204K MT

President Ferdinand "Bongbong" Marcos Jr. has issued an executive order increasing the minimum access volume (MAV) for pork meat this year by nearly fourfold to augment supply and reduce retail prices.

Under Executive Order 116 signed on May 19, 2026, the MAV of pork meat rose from 54,210 metric tons (MT) to 204,210 MT.

It was pointed out that the continued spread of the African Swine Fever has significantly reduced the national swine inventory, which resulted in a "substantial supply shortfall and persistently elevated pork prices.”

The order cited an urgent need to address the existing supply gap in pork, ensure adequate and affordable food for consumers, and mitigate inflationary pressures, Malacañang said.

The MAV Management Committee (MMC) was directed to ensure that the allocation of the volume importation is fair and in accordance with the following:

  • 30,000 MT for processors
  • 120,000 MT for the Food Terminal Inc. or the Kadiwa ng Pangulo Program

The MMC was also ordered to formulate and adopt the implementation guidelines within 30 days from the effectivity of the EO.

The guidelines must ensure that the allocations for the Kadiwa ng Pangulo Program are efficiently utilized and implemented consistent with the objectives of the MAV Plus mechanism.
