Signal No. 3 up over 11 areas as Tisoy nears landfall

Tropical Cyclone Wind Signal No. 3 has been raised over 11 areas across Luzon and Visayas on Monday afternoon ahead of Typhoon Tisoy’s expected landfall over Catanduanes, Albay, or Sorsogon between Monday night and early Tuesday morning.

In its 2 p.m. bulletin, PAGASA said the eye of the cyclone was last located 195 kilometers east of Juban, Sorsogon, carrying maximum sustained winds of up to 150 kilometers per hour (kph) and gustiness of up to 185 kph.

Tisoy continues to move west at 20 kph.

The typhoon is predicted to exit the Philippine Area of Responsibility on Thursday morning.

Classes for Monday and Tuesday have been cancelled in several areas due to Tisoy's impact, while airlines have also canceled some flights scheduled for Monday and Tuesday.

The Philippines is currently hosting the 30th Southeast Asian Games, with some venues expected to be affected by the storm.

The Metro Manila Development Authority, meanwhile, has identified 579 flood-prone barangays in the National Capital Region that, it said, must take precautions as Tisoy is expected to bring frequent to continuous heavy to intense rains over Metro Manila starting Tuesday afternoon.

Also as of Monday morning, more than 5,000 passengers were left stranded in ports in Luzon and Visayas due to the storm's effects.

Storm surge

PAGASA also warned the public of a possible storm surge in surge-prone areas.

A storm surge over 3 meters in height may occur over several coastal areas in Camarines Norte (Mercedes and Mandao), Camarines Sur (Cabusao, Bombon, Calabanga, Tinambac, and Sipocot), and Catanduanes (Bagamanoc, Baras, Bato, Viga, Panganiban, and Gigmoto).

A storm surge 1 to 3 meters tall may possibly occur over several coastal areas in Quezon, Camarines Norte, Camarines Sur, Catanduanes, and Samar.

By Tuesday morning, Tisoy will be in the vicinity of Torrijos, Marinduque.

Monday–Tuesday

For Monday afternoon, occasional heavy rains may persist over Bicol Region, Samar Provinces and Biliran, while intermittent heavy rains will prevail over orthern Cebu, Northern Negros Island, Dinagat Islands, Siargao Island, and the rest of Eastern Visayas.

Between Monday afternoon and Tuesday noon, frequent to continuous heavy to intense rains should be expected over Bicol Region, Northern Samar, Southern Quezon, and Marinduque; occasional heavy rains over Romblon, Mindoro Provinces, Samar, Eastern Samar and the rest of CALABARZON; and intermittent heavy rains over Metro Manila, Central Luzon, eastern portions of Cagayan and Isabela, and the rest of Eastern Visayas.

Tuesday–Wednesday

Between Tuesday noon and Wednesday noon, frequent to continuous heavy to intense rains were predicted over Central Luzon, Metro Manila, CALABARZON, Bicol Region, Mindoro Provinces, Marinduque, and Romblon, while intermittent to occasional heavy rains will prevail over the Cordillera Administrative Region, Cagayan Valley, Pangasinan, Aklan, Capiz, and northern Antique.

PAGASA advised residents of these areas to coordinate with their local disaster management office and continue monitoring updates.
