Flooding problems along España Boulevard became apparent anew last weekend when thunderstorms brought heavy rain over parts of Metro Manila.
On Saturday, several commuters and students were stranded along España Boulevard due to the floods. The MMDA offered free rides to some of them.
Earlier, the MMDA set up a satellite office along España Boulevard to see firsthand the problems residents and students had there.
The boulevard is a busy road used by students going to the University Belt and employees going to their offices.
