NCAP violations can now be checked on eGovPH Super app
Motorists can now check if they committed violations of the Metropolitan Manila Development Authority’s (MMDA) No Contact Apprehension Policy (NCAP) on mobile phones via the eGovPH Supper app.
In Oscar Oida’s report in “24 Oras” on Thursday, one motorcycle rider found out that he has to pay P200,000 worth of penalties due to several traffic violations he committed after visiting the MMDA’s office in Pasig City.
“Inamin ko rin naman…Minsan napapadali rin ako sa takbo ko,” he said.
(I admit it... Sometimes I do end up speeding.)
However, he did not expect to be paying such an amount due to the lack of notices.
“Kung may dumating sa akin na notice, sana na-alarma rin ako,” he lamented.
(If a notice had actually reached me, I would have been alerted.)
But there’s no reason to be surprised with your violations after the integration of MMDA’s May Huli Ka into the eGovPH app.

“Conscious ka kapag nagda-drive ka eh dapat sumunod ka sa traffic rules. Kasi alam mong nag-violate ka eh alam mong makikita ka. Second, wala ka nang dahilan para hindi magbayad kasi napaka-convenient na,” said Department of Information and Communications Technology (DICT) Secretary Henry Aguda.
(When you are driving, you are conscious that you need to follow traffic rules. Because you know that if you commit a violation, you will be caught. Second, you no longer have an excuse not to pay because it is now so convenient.)
In the eGovPH app, just look for the MMDA NCAP service.
Then make sure to register first your vehicle either by scanning your OR/CR or manually inputting the plate number, file number, and the vehicle’s make and model.
After registering your vehicle, you can now check if you have traffic violations committed. You can also pay your penalties via the eGovPH app.
Motorists can also contest the traffic violations they were accused of committing via the mobile app.
Contest violations online
“Kapag nakita mo at tingin mo mali ang pagkakahuli, mayroon din QR code doon na i-scan mo lang, dadalhin ka sa contest mechanism…So hindi niya na rin po kailangan pumunta sa MMDA para i-contest,” said MMDA Chairperson Don Artes.
(When you see it and you think the apprehension was a mistake, there is a QR code there that you can just scan, and it will take you to the contest mechanism... So they won't even need to go to the MMDA office to contest it.)
The DICT said having adequate budget is crucial to the project as services of several government agencies are integrated into the eGovPH app. It can be recalled that several online services were unavailable a few months ago due to a problem in the cloud service subscription caused by an influx of users.
But the DICT assured that the issue a few months ago was already addressed.
Cybersecurity
“Kung sa cybersecurity, eh mayroon din tayong 24/7 na monitoring. Si eGov team naman natin sinigurado na lahat ng transmission diyan ay encrypted and protected,” said Aguda.
(When it comes to cybersecurity, we have 24/7 monitoring. Our eGov team has also ensured that all transmissions there are encrypted and protected.)
The MMDA implemented the NCAP on May 2025 following the partial lifting by the Supreme Court of the temporary restraining order against its implementation in some parts of Metro Manila.
The MMDA said over 1 million were apprehended since its implementation last year, with 300,000 were confirmed.
“Parang bumababa pa siya ngayon, which means nagiging conscious yung ating mga motorista na sumunod,” said Artes.
