Duterte, in his speech days after taking over the highest elected post in July, named five retired and active police officials allegedly involved in illegal drugs.

He mentioned former National Capital Region Police Office chief Director Joel Pagdilao, former Quezon City Police District head Chief Superintendent Edgardo Tinio, Director Bernardo Diaz. retired former Deputy Director General Marcelo Garbo, and former Chief Superintendent now Daanbantayan, Cebu Mayor Vicente Loot.

In August, the Napolcom found probable cause to file administrative charges against Pagdilao and Tinio for serious neglect of duty, serious irregularities in the performance of duty, and conduct unbecoming of a police officer.

The charges against Diaz were filed in October.
