Majority of gov't service offices get 'good' rating in CSC anti-red tape poll


Majority of the 1,109 government service offices surveyed by Civil Service Commission (CSC) in 2016 regarding red tape obtained a median rating of Good, according to the results released Tuesday.

According to the CSC, 140 (12.71 percent) service offices got a rating of Excellent, 15 (1.35 percent) got Outstanding, 739 offices (66.64 percent) were rated Good, 87 offices (7.84 percent) were graded Acceptable, and 127 offices (11.45 percent) failed the Report Card Survey (RCS), an anti-red tape survey.

The survey ran from from March to December last year.

"The RCS measures service offices’ compliance with the provisions of ARTA (Anti-Red Tape Act of 2007) such as posting of the Citizen’s Charter, anti-fixer initiatives, wearing of ID and/or having nameplates for service providers, attended Public Assistance and Complaints Desk, and observance of the No Noon Break Policy," the CSC said on its website.

"It also determines overall client satisfaction in terms of overall service quality of the agency, and perception on physical setup and basic facilities of the office," it added.

The 1,109 offices subjected to the survey included 597 first to sixth class cities and municipalities, 213 local water districts, 53 state universities and colleges, and 100 Land Bank of the Philippines branches. —Rie Takumi/KBK, GMA News
