Kim Robert De Leon is new DBM chief —Palace

Kim Robert De Leon is the new secretary of the Department of Budget and Management (DBM), replacing Rolando Toledo.

Palace Press Officer Undersecretary Claire Castro announced this in a press briefing on Monday.

“[He is] the youngest member of President Ferdinand R. Marcos Jr.’s Cabinet,” she said.

Castro said that De Leon will take his oath of office on Tuesday, May 19.

"A career public servant, Secretary De Leon is recognized for his work in fiscal management, organizational reform, and digital transformation," she added.

De Leon graduated magna cum laude and valedictorian from the University of the Philippines (UP) National College of Public Administration and Governance (NCPAG).

He also topped the 2016 Environmental Planning Licensure Examination.

Toledo, meanwhile, will be appointed to the board of trustees of the Government Service Insurance System (GSIS).

In a statement, Toledo — who was appointed as DBM secretary in November 2025 — said he serves at the pleasure of the President and fully respects the wisdom of his decisions.

“As I transition from this role, I extend my wholehearted support to the new DBM Secretary and remain confident in the Department’s continued pursuit of sound, transparent, and people-centered governance,” Toledo said.

“Rest assured that my commitment to serve our country and the Filipino people, which I have upheld for more than 38 years in public service, remains unchanged. That commitment will continue wherever I may be called to serve,” he added.

"I remain deeply grateful to God for granting me the opportunity and privilege to serve the DBM as its Secretary. I firmly believe that everything happens according to His greater purpose and perfect timing,” the outgoing DBM secretary further said. —with a report from Jon Viktor Cabuenas/AOL, GMA News
