Lubigan was killed in an ambush on July 7, a day after he announced his intention to run for mayor in next year's elections.
He was the third local official to be killed in one week, after the assassinations of Tanauan City, Batangas Mayor Antonio Halili on July 2 and General Tinio, Nueva Ecija Mayor Ferdinand Bote on July 3.
Four days after Lubigan's murder, another vice mayor—Alrashid Mohammad Alih of Sapa-Sapa in Tawi-Tawi—was shot dead in Zamboanga City.
