Rainy weather over Luzon, parts of Visayas due to Habagat, Francisco — PAGASA

Severe Tropical Storm Francisco, southwest monsoon (Habagat) will bring cloudy skies with rains over Luzon and Visayas on Thursday, PAGASA reported.

At 3 a.m., the Severe Tropical Storm Francisco was estimated at 400 kilometers northeast of Itbayat, Batanes with maximum sustained winds of 100 kilometers per hour near the center, gustiness of up to 125 km/h and moving North Northeastward at the speed of 15 km/h.

Meanwhile Tropical Storm Higos remains outside the Philippine Area of Responsibility (PAR) at 1,750 kilometers east of Central Luzon with maximum sustained with at 75 kilometers per hour near the center, gustiness of up to 90 km/h and moving west northwestward at the speed of 20 km/h.

Forecast Weather Conditions

Zambales, Bataan, and Occidental Mindoro will have occasional rains due to the southwest monsoon while flash floods or landslides may occur due to moderate to heavy rains.

Batanes and Babuyan Islands will have cloudy skies with scattered rains and thunderstorms due to Severe Tropical Storm Francisco with flash floods or landslides possibly occurring in the areas due to moderate to at times heavy rains.

Metro Manila, Ilocos Region, Cordillera Administrative Region, CALABARZON, Western Visayas, the rest of Cagayan Valley, the rest of Central Luzon, and the rest of MIMAROPA will have cloudy skies with scattered rains and thunderstorms due to the southwest monsoon with the possibility that flash floods or landslides will occur due to moderate to at times heavy rains.

The rest of Visayas will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the southwest monsoon with flash floods or landslides occurring during severe thunderstorms.

Mindanao will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms with flash floods or landslides occurring during severe thunderstorms.

Forecast Wind and Coastal Water Conditions

The wind speed forecast for northern and eastern sections of Northern Luzon is moderate to strong and moving in the northwest to southwest direction with moderate to rough coastal waters.

Visayas and the rest of Luzon will experience light to moderate wind speed moving southwestward with coastal waters that are slight to moderate.

Mindanao will experience light to moderate wind speed moving in the southeast to southwest direction while coastal waters will be slight to moderate.
