TD Luis brings rains, gusty winds over parts of Luzon

Tropical Depression Luis continued to move slowly west southwestward over the Philippine Sea early Sunday, bringing rains and gusty winds to parts of Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

In its 4 a.m. public weather forecast, PAGASA said the center of Luis was estimated at 3 a.m. at 595 kilometers east of Daet, Camarines Norte.

The tropical depression had maximum sustained winds of 55 kilometers per hour (kph) near the center and gusts of up to 70 kph. It was moving west southwestward slowly.

PAGASA said Quezon, Camarines Norte, Camarines Sur, and Catanduanes provinces would experience rains with gusty winds due to Luis.

The state weather bureau warned of possible flash floods or landslides in these areas due to moderate to heavy rains, with at times intense rainfall. Strong winds may also pose a minimal to minor threat to life and property.

Meanwhile, Metro Manila, the rest of Calabarzon, the rest of the Bicol Region, Cagayan, Isabela, Quirino, Aurora, Nueva Ecija, Bulacan, Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, Aklan, and Antique are expected to have cloudy skies with scattered rains and thunderstorms due to Luis.

PAGASA said these areas could also experience flash floods or landslides due to moderate to at times heavy rains.

The rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms, with possible flash floods or landslides during severe thunderstorms.

PAGASA said winds across Luzon would be light to moderate, blowing from the northeast to northwest, while the Visayas and Mindanao would experience light to moderate winds from the south to southwest. Coastal waters throughout the country will remain slight to moderate, with wave heights ranging from 0.6 to 1.5 meters.

Meanwhile, PAGASA is also monitoring Super Typhoon Dolphin, which remains outside the Philippine Area of Responsibility (PAR).

As of 3 a.m., Dolphin was located 3,410 km east of Extreme Northern Luzon. It had maximum sustained winds of 185 kph, gusts of up to 230 kph, and was moving west northwestward at 25 kph.
