Rains, gusty winds expected in parts of Quezon, Bicol due to TD Luis

Tropical Depression Luis is expected to bring rains and gusty winds to parts of Luzon on Monday, August 3, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

In its 4 p.m. weather bulletin on Sunday, PAGASA said the center of Luis was estimated at 3 p.m. at 350 kilometers east of Baler, Aurora.

The tropical depression packed maximum sustained winds of 55 kilometers per hour (kph), gusts of up to 70 kph, and was moving west-southwestward.

PAGASA said Luis would bring rains with gusty winds over Quezon, Camarines Norte, Camarines Sur, and Catanduanes. Residents in these areas were advised to remain alert for the minimal to minor threat to life and property posed by strong winds.

Meanwhile, Metro Manila, the Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Central Luzon, Western Visayas, the rest of Calabarzon, the rest of the Bicol Region, Occidental Mindoro, Oriental Mindoro, Marinduque, and Romblon will experience cloudy skies with scattered rains and thunderstorms due to Luis.

The rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by localized thunderstorms.

PAGASA warned of possible flash floods or landslides during periods of heavy rain or severe thunderstorms.

The state weather bureau is also monitoring Typhoon Dolphin, which remains outside the Philippine Area of Responsibility (PAR).

As of 3 p.m., Dolphin was estimated at 3,120 km east of extreme Northern Luzon. It had maximum sustained winds of 175 kph, gusts of up to 215 kph, and was moving west northwestward.

PAGASA said light to moderate winds and slight to moderate seas will prevail across the country. Wave heights are forecast at:

• Northern and Central Luzon, and the eastern sections of Southern Luzon, the Visayas, and Mindanao: 1.2 to 2.5 meters
• The rest of the country: 0.6 to 1.5 meters

At the PAGASA Science Garden weather station in Diliman, Quezon City, the highest temperature recorded on Sunday was 29.0 degrees Celsius at 2 p.m., while the lowest was 25.2 degrees Celsius at 6 a.m.
