Rains, gusty winds forecast in Northern, Central Luzon — PAGASA

Tropical Depression Luis is expected to bring rain to several parts of the country on Tuesday, August 4, 2026, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration's (PAGASA) 4 p.m. bulletin issued Monday.

As of 3 p.m., Luis was located over the coastal waters of Maconacon, Isabela, packing maximum sustained winds of 45 kilometers per hour (kph) and gusts of up to 60 kph.

The tropical depression is expected to bring rain and gusty winds over Cagayan, Isabela, Quirino, Apayao, Kalinga, Mountain Province, Ifugao, and Aurora.

It is also forecast to bring cloudy skies with scattered rains and thunderstorms over Metro Manila, the Ilocos Region, CALABARZON, Occidental Mindoro, Oriental Mindoro, Marinduque, and the rest of the Cordillera Administrative Region, Cagayan Valley, and Central Luzon.

Meanwhile, the Southwest Monsoon or Habagat is expected to bring cloudy skies with scattered rains and thunderstorms over Western Visayas, Negros Occidental, and Palawan.

The rest of the country will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms.

Aside from Luis, PAGASA is also monitoring Typhoon Dolphin outside the Philippine Area of Responsibility (PAR).

As of 3 p.m., Dolphin was estimated at 2,610 kilometers east-northeast of Extreme Northern Luzon, with maximum sustained winds of 150 kph and gusts of up to 185 kph.

PAGASA warned of possible flash floods and landslides in areas affected by heavy rains or severe thunderstorms.

Moderate to strong winds and moderate to rough seas are expected over Northern and Central Luzon, with wave heights ranging from 1.2 to 2.8 meters.

Light to moderate winds and slight to moderate seas are forecast over the rest of the country, with waves ranging from 0.6 to 2.5 meters in Mindanao and from 0.6 to 2.1 meters in Southern Luzon and the Visayas.

At the PAGASA Science Garden weather station in Diliman, Quezon City, the highest temperature recorded on Monday was 29.5 degrees Celsius at 3 p.m., while the lowest was 25.0 degrees Celsius at 5 a.m.
