Bataan has been placed under a state of calamity due to damage caused by heavy rains from tropical cyclones Luis and Maymay, as well as the Southwest Monsoon, or Habagat.

The Sangguniang Panlalawigan passed the resolution on Thursday, saying the effects of the bad weather require the continued activation of local disaster response mechanisms and the deployment of available government resources.

According to the Bataan provincial government, more than 8,000 residents were displaced by the floods.

The provincial government estimated damage to agriculture at P56.53 million, while infrastructure damage was placed at P542.72 million.

The provincial government of Bulacan has declared a state of calamity due to the effects of the Southwest Monsoon, or Habagat.

The declaration will help expedite the delivery of assistance to affected residents, the provincial government said.

“Layunin ng deklarasyon na mapabilis ang pagtugon ng Pamahalaang Panlalawigan ng Bulacan sa mga pangangailangan ng mga apektadong Bulakenyo, kabilang ang pagbibigay ng relief assistance, food at non-food items, serbisyong medikal, at pagpapatupad ng mga hakbang para sa rehabilitasyon at agarang pagbangon ng mga komunidad,” the statement read.

(The objective of the declaration is to expedite the Bulacan Provincial Government’s response to the needs of affected Bulakenyos, including the provision of relief assistance, food and non-food items, medical services, and measures for the rehabilitation and swift recovery of communities.)

The rains brought by the Southwest Monsoon or Habagat in the past days have pushed rainfall levels past 100% of the entire monthly average in Metro Manila, the state weather bureau PAGASA said on Thursday.

"Simula pa lang nung Monday, nung nag-uulan nang grabe, kung isusuma natin yung pag-ulan na natanggap ng Quezon City kumpara sa monthly normal rainfall na natatanggap nito sa buwan ng August, ay halos lumagpas na ng kalahati. Basically, more than a 100% na tayo ng natatanggap na pag-ulan sa Metro Manila, kumpara sa monthly average," said PAGASA Assistant Weather Services Chief Chris Perez in an interview with "Balitanghali."

(Since Monday, when it rained heavily, if we add up the rainfall received by Quezon City compared to the normal monthly rainfall it receives in the month of August, it has almost exceeded it by half. Basically, we have received more than 100% of rainfall in Metro Manila compared to the monthly average.)

Tropical Depression Neneng continued to move slowly over the coastal waters of eastern Taiwan on Thursday and may exit the Philippine Area of Responsibility (PAR) by late Thursday evening or earlier, state weather bureau PAGASA said.

In its 11 a.m. bulletin on Thursday, PAGASA said Neneng was located 450 kms north of Itbayat, Batanes as of 10 a.m.

"NENENG is forecast to move generally northward. The center of NENENG may continue to move over the waters off the eastern coast of Taiwan and may exit the Philippine Area of Responsibility within the next 12 hours," PAGASA said.

The state weather bureau said Neneng may continue to weaken within the forecast period.

The reported death toll from the combined effects of Tropical Cyclones Luis and Maymay and the southwest monsoon or Habagat has climbed to 29, the Office of Civil Defense (OCD) said Thursday.

Based on OCD's data as of 6 a.m., fatalities were reported in the following areas:

Benguet — 15

• Baguio — 10
• La Trinidad — 2
• Atok — 3

La Union — 1

• Luna — 1

Rizal — 4

• Rodriguez — 2
• Antipolo — 1
• Binangonan — 1

Batangas — 4

• Batangas — 1
• Lipa — 1
• Santa Teresita — 1
• Mabini — 1

Quezon — 1

• Candelaria — 1

Oriental Mindoro — 1

• Puerto Galera — 1

Negros Occidental — 1

• Cadiz — 1

Caloocan — 2

According to the OCD, the victims died due to landslides, rockslides, fallen trees, drowning, strong currents, electrocution, and vehicular accidents.

The OCD also recorded 19 injured persons and three missing.

Parts of Bulacan and Zambales are currently experiencing light to moderate rains, with occasional heavy rains, due to the Southwest Monsoon (Habagat), the state weather bureau PAGASA said Thursday morning.

In its 11 a.m. rainfall advisory, PAGASA said the affected areas are:

•     Bulacan (Dona Remedios Trinidad, San Miguel) and
•     Zambales (Iba, Palauig, Masinloc, Candelaria, Santa Cruz)

Meanwhile, light to moderate with occasional heavy rains are also expected over:

•     Bataan,
•     Pampanga,
•     Tarlac,
•     Nueva Ecija,
•     Quezon (General Nakar, Panukulan, Polillo) and
•     Rizal (Rodriguez).

The combined effects of the Southwest Monsoon (Habagat), past cyclones Luis and Maymay, and now Tropical Depression Neneng have led to P1.73 billion worth of damage and losses to the country's agriculture sector, the Department of Agriculture (DA) said Thursday.

The latest assessment by DA regional offices showed that the weather disturbances affected agricultural and fishery areas in the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA, and Western Visayas.

There were 40,954 hectares of agricultural areas hit and 43, 220 metric tons of production losses incurred.

Of the total damage and losses recorded, rice accounted for the biggest share at P974.82 million.

Bataan Governor Jose Enrique Garcia III said the provincial council has recommended placing the province under a state of calamity due to flooding amid the effects of Southwest Monsoon or Habagat.

Interviewed on GMA News’ Unang Balita, Garcia said flooding was reported in Hermosa, Dinalupihan, and Mariveles.

“Kahapon sa aming PDRRM emergency council meeting, nag-rekomenda na rin po kami ng state of calamity. Kaya alam ko ngayong araw ‘yan pag-uusapan ng Sangguniang Panlalawigan,” Garcia said.

(Yesterday, during our PDRRM emergency council meeting, we recommended declaring a state of calamity. So, I know the Sangguniang Panlalawigan will be discussing that today.)

More than 4,000 residents were brought to evacuation centers, while another 4,000 took temporary shelter to the houses of their relatives, according to the governor.

Garcia said the heavy rains have also affected residents’ livelihoods as many have been unable to report for work.

Tropical Depression Neneng picked up speed as it moved over the coastal waters of eastern Taiwan, according to PAGASA.

In its 5 a.m. cyclone bulletin, the weather bureau said that as Neneng lingers in the country, the Southwest Monsoon of Habagat will continue to bring heavy rains and strong to gale-force winds over parts of the country.

For Thursday, these conditions are expected over most of Luzon and the Visayas, as well as the Zamboanga Peninsula, Northern Mindanao and the Davao Region.

On Friday, Aug. 21, strong to gale-force gusts are forecast over most of Luzon, Panay Island, Negros Occidental, Northern Samar and Davao Oriental.

The Southwest Monsoon or Habagat will continue to drench Metro Manila and several provinces in Luzon on Thursday, state weather bureau PAGASA said.

In its 4 a.m. weather bulletin, it said the Southwest Monsoon will bring occasional rains over the Ilocos Region, Batanes, Zambales, and Bataan.

Cloudy skies with scatterred and thunderstorms due to Habagat will be experienced in Metro Manila, Cordillera Administrative Region, the rest of Cagayan Valley, the rest of Central Luzon, Cavite, Batangas, Laguna, Rizal, Occidental Mindoro, Oriental Mindoro, and Palawan.

The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms as a result of localized thunderstorms.
