Several trips by sea vessels were cancelled on Monday due to inclement weather caused by the Southwest Monsoon (Habagat).

The House of Representatives cancelled its plenary session on Monday as it allowed its personnel to work from home due to inclement weather and flooding brought by the Southwest Monsoon (Habagat) affecting Metro Manila and other parts of Luzon.

In an advisory, House Secretary General Atty. Cheloy E. Velicaria-Garafil said the plenary session shall resume on Tuesday, August 11. 

Heavy rains from the Southwest Monsoon (Habagat) continued to pour over the National Capital Region and other areas on Monday, prompting thousands to evacuate.

In Quezon City, around 5,200 residents were staying in evacuation centers due to the threat of flooding, the local government unit said, according to a report by James Agustin on Unang Balita.

Floods occurred in several areas in the city, such as Araneta Avenue, FPJ Avenue, Quezon Avenue, EDSA Balintawak, Banawe Street, and Sto. Domingo Avenue, among others.

On FPJ Avenue, it was almost zero visibility past 2 a.m. due to the heavy rains.

One SUV stalled on Sto. Domingo Avenue due to the flood. Residents helped to push the SUV to a higher portion of the road.

In Sitio Veterans in Barangay Bagong Silangan, the flood reached beyond a man's height. One resident said the floodwaters rose quickly.

More than 2,000 residents or 500 families sought shelter at Bagong Silangan Elementary School.

Marikina

Meanwhile in Marikina City, the second alarm was raised as the water level in Marikina River reached 16 meters early Monday morning, according to a report by EJ Gomez on Unang Balita.

A second alarm means residents in low-lying areas need to evacuate.

Residents indeed evacuated as early as Sunday when the second alarm was first raised. The highest level of water at the river was 17.3 meters on Sunday.

The water level went down to 15.9 meters later on Sunday, thus local authorities downgraded the alert level to first alarm. However, early this Monday morning, the water level again rose to 16 meters, necessitating the hoisting of the second alarm.

On Monday, the Marikina River overflowed, flooding streets beside the river.

Local authorities closed off Bayan Access Road and Ming Ramos Lane to residents and motorists.

Bulacan

Many areas in Bulacan also got flooded due to the heavy rains from the Habagat and the high tide this weekend, according to a report by Mariz Umali on Unang Balita.

In Calumpit, floodwaters were chest-deep and almost reached the roofs of houses. Residents had to use boats to go around.

In other barangays, the flood was thigh-deep.

The Macaiban Bridge in the municipality of Sta. Maria was also flooded as the river overflowed.

Residents living near the river were also evacuated, although some chose to stay to take care of their farm animals.

A church in Marilao was also flooded.

PAGASA said the Southwest Monsoon will continue to bring rains on Monday over Luzon and the western section of Visayas.

Senate officials and employees will be on work from home setup on Monday, August 10, due to the Southwest Monsoon (Habagat), Senate President Sherwin Gatchalian said.

The impeachment trial of Vice President Sara Duterte and plenary session scheduled for Monday have been moved to Tuesday.

"The Senate will be under WFH setup today. No trial and session today as well," Gatchalian said in a message sent to reporters.

"In view of Memorandum Circular No. 123 issued on 9 August 2026 by the Office of the President and in view of the projected heavy rainfall due to the Southwest Monsoon, Senate President Sherwin T. Gatchalian is allowing all Senate officials and employees to work from home today, Monday, 10 August 2026," the advisory issued by Senate Secretary Atty. Renato Bantug Jr. read.

The Southwest Monsoon (Habagat) will bring rains over Luzon and the western section of the Visayas on Tuesday, PAGASA reported.

The Habagat will bring monsoon rains over Benguet, Zambales, and Bataan and flash floods and landslides may occur in these provinces due to moderate to heavy with at times intense rains.

Metro Manila, Ilocos Region, the rest of Cordillera Administrative Region, Nueva Vizcaya, Tarlac, Nueva Ecija, Pampanga, Bulacan, Rizal, Cavite, Batangas, Oriental Mindoro, and Occidental Mindoro will have occasional rains also due to the Habagat. Flash floods and landslides may occur due to moderate to heavy rains.

Cloudy skies with scattered rains and thunderstorms will prevail over Western Visayas, the rest of Cagayan Valley, the rest of CALABARZON, the rest of MIMAROPA, Camarines Norte, and Camarines Sur as flash floods and landslides may occur due to moderate to at times heavy rains.

The rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms as flash floods or landslides may occur during severe thunderstorms.

The wind speed forecast for the northern and western sections of Luzon is strong moving southwest while coastal waters will be rough.

The rest of Luzon will experience moderate to strong winds moving southwestward while coastal waters will be moderate to rough.

In the Visayas and Mindanao, wind speed will be moderate to strong and moving in the south to southwest direction while coastal waters will be moderate to rough.

PAGASA also continues to monitor a tropical cyclone outside the Philippine Area of Responsibility (PAR), Tropical Storm Peilou, which is located 2,515 kilometers east of extreme Northern Luzon with maximum sustained winds of 65 kilometers per hour near the center, gustiness of up to 80 km per hour, and moving east southeastward at a speed of 25 km/h.

Five individuals have been rescued following a landslide in Guidag-Surong, Baguio City, as of 9:40 p.m. on Sunday, August 9, 2026 the Baguio City Public Information Office said in a social media post.

Authorities reported the landslide occurred at around 7 p.m. amid continuous heavy rains.

Citing information from the Baguio City Police Office (BCPO), the city information office said at least seven individuals remain missing after the landslide hit three houses, affecting five families.

According to the post, the first house had seven occupants, the second had two, and the third had three residents.

As of 8:59 p.m., local authorities confirmed that four individuals—two females (one adult, one child) and two adult males—had been rescued and rushed to the hospital for immediate medical treatment.

According to Baguio City Mayor Benjamin Magalong, personnel from the City Disaster Risk Reduction and Management Office, Baguio City Fire Station, Baguio City Police Office, and barangay first responders have been deployed to the site for ongoing search and rescue operations. —Lyjah Tiffany Bonzo/BAP, GMA News
