Ibinasura ni Pangulong Rodrigo Duterte sa pamamagitan ng kaniyang "veto power" ang ipinasang anti- corporal punishment bill ng Kongreso na nagbabawal na saktan o hiyain ang mga bata bilang parusa.
Sa kaniyang veto message, sinabi ni Duterte na hindi siya lubos na sang-ayon sa panukala bagaman pinuri niya ang hakbang ng mga mambabatas na nagpakita ng pagmamalasakit upang protektahan ang mga bata.
“I am of the firm conviction that responsible parents can and have administered corporal punishment in a self-restrained manner, such that the children remember it not as an act of hate or abuse, but a loving act of discipline that desires only to uphold their welfare,” anang pangulo.
“Such manner of undertaking corporal punishment has given rise to beneficial results for society, with countless children having been raised up to become law-abiding citizens with a healthy respect for authority structures in the wider community,” dagdag niya.
Paniwala pa ni Duterte, manghihimasok ang pamahalaan sa privacy ng pamilya kapag naibatas ang panukala.
Bagaman batid umano niya na dumadami ang kanluraning bansa na ang tingin sa corporal punishment na hindi na usong paraan ng pagdesiplina, pero hindi umano ibig sabihin nito ay dapat sumunod din ang Pilipinas.
"I strongly believe that we should resist this trend in favor of a more balanced and nuanced approach, one that is both protective of the child as well as cognizant of the prerogatives of devoted parents who believe in the merits of corporal punishment rightly administered," pahayag niya.
Saad pa niya, “The cultural trends of other countries are not necessarily healthy for our own nation.”
Una rito, ipinaliwanag ni Senador Risa Hontiveros, may-akda ng panukala, na nais niyang itakwil ang marahas na pagdesiplina sa mga bata at sa halip ay ipatupad ang "positive and non-violent way of disciplining children.”
Oktubre nitong nakaraang taon inaprubahan ng Senado ang naturang panukala, at sumunod naman ang Kamara de Representantes pagkaraan ng isang buwan.-- FRJ, GMA News
