Inilahad ni Ramil Madriaga, na nagpakilala bilang dating aide ni Vice President Sara Duterte, na naghatid siya ng P125 milyon na confidential funds sa tatlong lokasyon sa loob lamang ng 24 oras, alinsunod umano sa utos ng opisyal.

Ginawa ni Madriaga ang alegasyon sa pagdinig ng House justice panel sa impeachment complaint laban sa Bise Presidente, batay sa supplemental affidavit na isinumite at isinalaysay niya sa harap ng mga mambabatas.

“In the morning of December 20, 2022, Sara called me and she said, 'Sir Ram, please coordinate with Colonel Nolasco. Meron tayong deliver sa San Pablo, Laguna, sa Nightstrip [restaurant in Quezon City], at sa Ombudsman. Bawi tayo sa kanila.' Later, I received a text message from her indicating the places of delivery, which include San Pablo, Laguna, Nightstrip, and Office of the Ombudsman and the corresponding contact numbers,” sabi ni Madriaga.

“Later that morning, Colonel Nolasco sent me a text message directing me to go to the DepEd Central Office in Pasig City beside Ultra at around 1:30 p.m for a ‘transport’. Transport is short-hand for delivery or transportation of large sums of money between Col. Nolasco and me, upon the instructions of Sara,” dagdag ni Madriaga.

Si Nolasco ay si Lieutenant Colonel Dennis Nolasco na nakatalaga sa Vice Presidential Security and Protection Group.

Sinabi ni Madriaga na narating nila ang DepEd compound sa Pasig bandang 3 p.m. o 4 p.m. gamit ang dalawang sasakyan ng gobyerno na may pulang plaka at sinalubong sila nina Nolasco at DepEd Special Disbursement Officer (SDO) Gina Acosta.

Kasunod nito, apat na malalaking dark bag ang ibinaba mula sa mga sasakyan: tatlong malalaking dark bag at isang mas mapusyaw at mas maliit na bag.

Sinabi ni Madriaga na ayon kay Nolasco, ang bawat bag ay naglalaman ng humigit-kumulang P30 milyon hanggang P35 milyon.

“Two large dark bags were placed in the Toyota Grandia, [while] one large dark bag and one lighter-colored bag were placed in my blue FJ Cruiser. The bags loaded to the Toyota Grandia were to be delivered separately to San Pablo, Laguna and Nommu Basho, Tomas Morato, Quezon City on the same day,” sabi ni Madriaga.

“The remaining bags initially loaded to my Blue FJ Cruiser were immediately transferred to the Red Mazda Sedan prior to our departure from the DepEd compound, and were to be delivered to the OMB parking lot the following day. Previously and upon direct instructions of PRRD or Sara, I have also delivered money to Ombudsman Samuel Martires or Atty. Ryan which I usually placed inside an open trunk of a designated car,” dagdag pa niya.

Ang PRRD ay tumutukoy kay dating Pangulong Rodrigo Duterte, habang si Ryan naman ay si Assistant Special Prosecutor Ryan Quilala ng Office of the Ombudsman.

Noong Disyembre 20, 2022, sinabi ni Madriaga na inilipat sa Cabuyao, Laguna ang unang paghahatid, habang ginawa naman sa Nommu Basho ang pangalawang paghahatid sa isang comedy bar sa Tomas Morato, Quezon City na madalas puntahan ni Ryan at isa pang nagtapos sa Law sa San Sebastian College na si Reynold Munsayac.

Sinabi ni Madriaga na iniwan nila ang mga susi sa ibabaw ng kaliwang gulong sa harap, na “a usual practice when delivering large amounts of money.”

“After completing the last delivery, we left the OMB compound aboard my Blue Toyota FJ Cruiser. A few years later, I read from several media reports that the P125 million OVP confidential funds in 2022 were reportedly utilized in just 11 days. This is wrong because I personally disposed the money in less than 24 hours,” sabi niya.

Sa puntong ito, naging emosyonal na si Madriaga, kaya sinuspinde ni chairperson ng House justice panel na si Gerville Luistro ng Batangas ang mga paglilitis.

Nang tanungin kung ano ang kaniyang nararamdaman at kung gusto niyang magpatingin sa resident doctor ng Kamara, sinabi ni Madriaga na maayos ang pakiramdam niya.

"Malungkot lang po," sabi niya.

Dati nang pinabulaanan ni VP Duterte ang pagkakaroon niya ng personal na relasyon kay Madriaga. Idinagdag niya nais lang na sirain ang posibleng plano niyang pagtakbo bilang pangulo sa susunod na eleksyon.

Dagdag pa niya, walang ipinapakitang patunay o dokumento si Madriaga para suportahan ang kaniyang "bare allegations.”

Unang napaulat na gumastos umano ang Office of the Vice President Duterte ng P125 milyon ng confidential fund nito sa loob ng 11 araw noong Disyembre 2022 noong Setyembre 2023, habang isinasagawa ang plenaryo ng panukalang budget para sa 2024 ng Commission on Audit.

Isa sa mga paratang ng impeachment laban sa Bise Presidente ay ang maling paggamit umano ng P612.5 milyong halaga ng confidential fund, kabilang ang P125 na halaga ng confidential fund na inilaan sa Office of the Vice President noong 2022.
