Sinabi ni dating Foreign Secretary Albert Del Rosario nitong Huwebes na nawala sa kontrol ng Pilipinas ang Scarborough Shoal matapos na hindi sumununod ang China sa kasunduan na aalis sa lugar ang mga barko ng magkabilang panig noong 2012.

"On the unfortunate loss of Scarborough, as previously discussed, there was an agreement with China in settling an impasse in 2012 which was brokered by the United States. It involved the withdrawal of all ships on both sides by a certain hour," ayon kay Del Rosario.

Patuloy pa ng dating kalihim, "Accordingly, if my memory serves me correctly, we withdrew our one ship while China deceitfully breached our Agreement by not withdrawing their 30 or more ships."

Nitong Miyerkules, muling ibinato ni Duterte ang sisi sa nagdaang administrasyon--partikular kina Del Rosario at dating Senior Associate Justice Antonio Carpio- -kaya nawala sa Pilipinas ang kontrol sa Scarborough shoal.

Sina Del Rosario at Carpio ang nanguna sa pagdadala ng usapin sa Permanent Court of Arbitration sa The Hague, Netherlands, kaugnay ng ginawang pag-angkin ng China sa mga teritoryo ng Pilipinas sa West Philippine Sea.

Nanalo ang Pilipinas sa naturang kaso noong 2016, na si Duterte na ang pangulo.

Gayunman, iginiit ni Duterte na kasalanan ng nagdaang administrasyon kaya lumakas ang puwersa ng China sa WPS.

"Kung bright kayo, bakit nawala ang West Philippine Sea sa atin? Panahon ninyo 'yon eh. Panahon ninyo na talagang nandiyan kayo sa pwesto. Eh kung bright kayo, bakit nawala? Ngayong China ang naghawak doon, ako na 'yong niluluslos niyo na maggawa ng paraan," ani Duterte.

"Anong ginawa ninyong nasa gobyerno? Ikaw, Albert, ikaw nagsabi sa Navy na umatras kayo because of the Americans or you were afraid? Nawalan ka nang bayag diyan," sabi pa ng pangulo.

"Sana sinabi mo we will stand our ground. We will not retreat. We will not get out of the West Philippine Sea because it's ours and we are calling for at least an offer for the United States to send a flotilla of ships para to back us up," patuloy niya.

Ayon kay Del Rosario, dinala nila sa international tribunal ang kaso laban sa China para maresolba sa mapayapang paraan ang sigalot.

"In order to seek a peaceful and durable solution, we did our best to bring China before an Arbitral Tribunal under the United Nations Convention on the Law of the Sea in 2013 leading to an overwhelming victory for the Philippines," sabi ni Del Rosario.

Ayon kay Del Rosario, pinili ni Duterte na balewalain ang nakamit na panalo sa international court para igiit sa China na lisanin ang WPS kapalit ng mga economic aid and investments.

"After our efforts in securing this victory, we were expecting the then new administration to enforce the Arbitral Award for the benefit of the Filipino people," anang dating kalihim.

"Instead, President Duterte did not waste time in advancing his declared embrace of Xi Jinping when he very quickly shelved the Arbitral Award in exchange for a promised US$24B in Chinese investments and assistance which, until now, has not materialized," sabi pa niya.

Binanggit din ni Del Rosario, ang inihayag ni Duterte noong 2019 na mayroon silang kasunduan ni Xi Jinping na nagpapahintulot sa mga Tsino na mangista sa West Philippine Sea, na labag umano sa itinatakda ng Saligang Batas.

"Along with the threat from China that there would be war if our country 'forces the issue,' our President has fully accepted this Chinese narrative of war intended to sow fear and deter the Filipino people from asserting their internationally recognized rights in the West Philippine Sea," ani Del Rosario.

Sa naturang public address ni Duterte nitong Miyerkules, sinabi ni Duterte na hindi siya makikipagdigma sa China. Aniya, malaki ang umano ang utang na loob Pilipinas sa China dahil sa libreng COVID-19 vaccine na ibinigay nito.

Ayon kay Del Rosario, bilang kasalukuyang pangulo at Commander-in-Chief ng militar, dapat na ipagtanggol at protektahan ni Duterte ang West Philippine Sea." --FRJ, GMA News
