Inihayag ng pinuno ng Philippine National Police (PNP) na makatatanggap ng kompensasyon ang 81-anyos na lalaki na nakulong dahil sa maling akala.
“Unfortunately, may napagkamalian but that person can invoke now yung compensation. Mayroon tayong batas na nagko-compensate sa mga taong wrongfully convicted,” sabi ni PNP chief Police General Nicolas Torre III sa isang press briefing nitong Lunes.
Depende umano ang halaga ng kompensasyon sa desisyon ng korte, sabi pa ni Torre.
Sinabi rin ni Torre na aalamin pa niya ang detalye sa naging pagkakaaresto sa lalaki.
“We will give you more details kapag nakuha namin. Pasensya na kayo hindi pa namin na-examine ang issue na ‘yan. We'll do a close examination. Magbibigay kami ng statement regarding that matter,” pagtiyak ng opisyal.
Sa isang pahayag, kinondena ng National Union of Peoples’ Lawyers (NUPL) ang pagdakip at pagkulong ng anim na buwan kay Prudencio “Tatay Pruding” Calubid Jr., kaugnay sa insureksiyon.
“Police officials claimed they had apprehended Prudencio Calubid, an alleged high-ranking officer of the Communist Party of the Philippines–New People’s Army (CPP-NPA),” ayon sa NUPL.
“But the real Prudencio Calubid, a peace consultant of the National Democratic Front of the Philippines (NDFP), has been a desaparecido since June 26, 2006, when he, his wife Celina Palma, and companions Gloria Soco and Ariel Beloy were abducted by suspected military agents. Yesterday marked the 19th year since their enforced disappearance," dagdag pa ng NUPL.
Mayroon umanong reward na P7.8 milyon sa ikadarakip ng tunay na Prudencio Calubid, sabi pa ng NUPL.
“In such a system, law enforcement agencies, including the PNP, CIDG, and entities under the NTF-ELCAC, are incentivized not to uphold justice, but to deliver “results” that align with operational quotas and reward mechanisms,” dagdag pa ng NUPL. “Innocent civilians, especially the poor, become expendable. Bounty-hunting has replaced due process, with public funds being used to underwrite such abuses.”
Sa 67-pahinang desisyon, sinabi ng Court of Appeals na nabigo ang pulisya na magpatupad ng masusing pagsusuri kung ang taong inaresto nila ay ang totoong Calubid na nakapangalan sa mga criminal information at arrest warrants. --mula sa ulat ni Joviland Rita/FRJ, GMA Integrated News
