Sinuportahan ni Speaker Martin Romualdez ang pagkakaroon ng independent body na sisiyasat sa umano’y katiwalian sa gobyerno. Ibinida rin niya ang mga repormang ipinatutupad ng Kongreso sa pagtalakay at paggamit sa taunang pondo ng pamahalaan.

“Let me be clear: the House of the People will never condone corruption, whether in public works, local governance, or any other area of government service. Allegations of wrongdoing must be investigated thoroughly and addressed decisively,” ayon sa lider ng Kamara de Representantes.

“I fully support initiatives for independent scrutiny and fair prosecution to ensure that those who betray public trust are held accountable under the law,” dagdag niya.

Ginawa ni Romualdez ang pahayag matapos manawagan ang ilang grupo ng negosyante at mga organisasyon ng civil society na wakasan na ang korupsiyon sa gobyerno, sa gitna ng mga imbestigasyon kaugnay ng umano’y katiwalian sa paggamit ng pondo sa mga flood control project.

“I welcome and respect the strong statement made by our partners in the business community and civil society calling for an end to corruption in government. Their concern echoes the very principles of transparency, accountability, and integrity that the House of Representatives has committed to uphold,” ayon kay Romualdez.

Binanggit din ni Romualdez ang mga isinasagawa nilang hakbang ngayong 20th Congress para magpatupad ng mga reporma sa budget process upang maibalik ang tiwala ng publiko at mapalakas ang pananagutan ng mga opisyal sa paggamit ng pondo. Kabilang dito ang:

  • Ang mas mataas na antas ng transparency sa mga budget hearing at deliberasyon ng bicameral committee, na binuksan sa publiko at livestream.
  • Mas mahigpit na pagbabantay sa mga lump-sum at unprogrammed appropriations, na nangangailangan ng detalyadong paliwanag mula sa mga ahensya bago maaprubahan o mailabas
  • Pinalakas na partisipasyon ng mga mamamayan at pakikilahok ng mga (civil society organization, na nagbibigay kapangyarihan sa mga watchdog at mga stakeholder upang tumulong sa pagbabantay sa mga proyekto at paggasta ng pondo
  • Pagsulong ng mga reporma sa budget gaya ng panukalang Budget Modernization Act, upang matiyak na ang paggasta ay nakabatay sa performance, cash-based, at pagkakaroon ng resulta.
