Hinatulan ng Sandiganbayan na guilty sa kasong katiwalian si dating Philippine National Police (PNP) chief Jesus Verzosa at limang iba pa kaugnay sa pagbili ng police rubber boats (PRBs) at outboard motors (OBMs) noong 2009.
Sa desisyon ng anti-graft court Third Division, hinatulan na makulong ng anim hanggang walong taon sina Verzosa, at iba pang opisyal ng PNP na sina Benjamin Belarmino Jr., Jefferson Soriano, Luizo Ticman, Romeo Hilomen, at Villamor Bumanglag.
Iniutos din ng korte na hindi na maaaring humawak ng posisyon sa gobyerno ang mga hinatulan.
Nagkakahalaga ng P131.5 milyon ang mga biniling 75 PBRs at 93 OBMs mula sa EnviroAire Inc., Geneve SA Philippines, at Bay Industrial Philippines Corp.
Pero hindi raw pumasa sa eligibility tests ang mga naturang supplier.
Absuwelto naman sa kaso si dating Police Director Ronald Roderos, miyembro ng PNP National Headquarters (NHQ)-Bids and Awards Committee (BAC).
Nabasura rin ang kaso laban sa dating miyembro ng BAC na si Police Chief Superintendent Herold Ubalde dahil na rin sa kaniyang pagpanaw.
Batay sa desisyon, hindi akma sa itinakdang specifications ng National Police Commission ang mga produktong ibinigay ng mga suppier at hindi rin "functionally compatible."
“The accused NHQ-BAC officials recommended the award of the supply contract to co-accused Verzosa, who approved the same. Hence, all the accused are responsible for the functional incompatibility of the PRBs and OBMs delivered,” ayon sa Sandiganbayan.
“Verzosa should have noticed the financial weakness of the suppliers and functional incompatibility of the PRBs and OBMs. Instead, he kept silent. His actions show manifest partiality toward the ineligible suppliers,” dagdag pa sa desisyon.
Si Associate Justice Bernelito Fernandez ang nagponente ng desisyon na inayunan naman nina Associate Justices Amparo Cabotaje-Ang at Ronald Moreno. —FRJ, GMA News
