Inihayag ng National Price Coordinating Council na maaaring ideklara ngayong linggo ang food security emergency. Nauna nang sinabi ni Pangulong Ferdinand "Bongbong" Marcos Jr., ang posibleng pagdedeklara ng food emergency security para mapababa ang presyo ng bigas.

Inihayag ito ng opisyal ng Department of Trade and Industry (DTI) sa pagdinig ng Murang Pagkain Supercommittee sa Kamara de Representantes nitong Martes.

“Kahapon, na-finalize ‘yung version. Okay na sa lahat. Kasi it’s more of the wordings lang kasi dumadaan lang sa the usual complete stuff,” ayon kay DTI Assistant Secretary Agaton Uvero.

“In two days, lalabas na ‘yan (deklarasyon)?” tanong ni  Marikina Representative at House Committee on Agriculture and Food member Stella Quimbo. Sagot naman ni Uvero, “Kaya na, Mr. Chair."

Iniulat ng National Food Authority sa supercommittee na mayroon ito ngayon na 761,207 bags o sacks of rice bilang stock sa buong bansa.

Nasa 300,000 bags ang itinuturing aging stocks, habang regular stocks naman ang iba pa.

“'Pag walang calamities, wala tayong nire-release,” paliwanag ni NFA Administrator Larry Lacson.

“If in case ma-declare na 'yung food security emergency, we can unload our stocks na, whether it's regular stocks or the aging stocks,” dagdag niya.

Ayon kay Lacson, puwedeng ibenta ang aging stocks ng P29 per kilo habang P38 per kilo naman ang magiging presyo ng regular stocks sa mga Kadiwa stores at sa pamamagitan ng local government units.

Dati nang hinihintay ng ilang mambabatas ang pagdeklara ng food security emergency dahil sa mataas na presyo ng bigas.

“Ang expectation kasi, given the tariff reduction, is a certain price. Pero ngayon, doble. So 'yun ang sinasabi natin. Hindi ba extraordinary ang price ngayon considering that meron tayong significant tariff reduction?” ayon kay Quimbo.

“Huwag na kayo mag-isip. Tingnan n’yo na lang ang inflation. Nakikita ‘nyo naman na ang contribution ng rice, ang laki-laki! It’s higher than our usual 3%. Sir naman, you don’t need to have a Ph.D. to make that analysis, 'di ba, sir?” dagdag ng kongresista.

Payo naman ni Oriental Mindoro 1st district Representative Arnan Panaligan, “I suggest i-review ng DA (Department of Agriculture) ang wording ng batas. Section 6, powers of DA. You have enough powers at your disposal, enough tools to address this problem. Just be creative, innovative, aggressive, dynamic. You test the limits of the powers given to you by law.
