Inirekomenda ng National Bureau of Investigation (NBI) na sampahan ng reklamo ang ilang mambabatas-- kabilang sina dating Senate President Chiz Escudero at dating House Appropriations Chair Zaldy Co, kaugnay ng mga maanomalya umanong flood control project ng Department of Public Works and Highways (DPWH).

Kasamang pinapausig ng NBI sina Senador Joel Villanueva at Jinggoy Estrada at dating Senador Bong Revilla, na kinumpirma ng Department of Justice sa isang pahayag nitong Biyernes.

“The recommendation stems directly from the sworn testimonies of Engineer Henry Alcantara, Engineer Brice Hernandez, Engineer Jaypee Mendoza, and former (DPWH) Undersecretary Roberto Bernardo. Their statements provided the basis for identifying these individuals as having sufficient preliminary links to the acts under investigation,” sabi ng DOJ sa isang pahayag.

Noong Martes, inamin ni Alcantara sa imbestigasyon sa Senado na nakipagtulungan siya kay dating DPWH Undersecretary Roberto Bernardo sa pagbibigay ‘di umano ng mga komisyon mula sa mga flood control project sa mga kampo nina Estrada, Villanueva, Revilla, at Co.

Makalipas ang dalawang araw, gumawa ng kagayang pahayag si Bernardo sa pagdinig sa Blue Ribbon Committee.

Itinanggi naman ng mga mambabatas ang mga paratang.

"I vehemently deny the malicious allegations and innuendos made by former DPWH Usec. Roberto Bernardo... By his own admission, he never had any contact with me directly regarding this matter—and I will prove that he is lying about my alleged involvement," ani Escudero.

Sa isang pahayag, sinabi ng law firm na Divina Law na “absolutely untrue” ang mga alegasyon laban kay Revilla.

Ilang ulit na ring itinanggi nina Estrada at Villanueva ang mga pahayag.

Samantala, sumulat si Co nitong Biyernes kay House Speaker Faustino Dy para itanggi na tumanggap siya ng bilyun-bilyong halaga ng mga kickback mula sa mga flood control project ng gobyerno.

Babalik umano siya sa Pilipinas para linisin ang kaniyang pangalan mula sa mga walang basehang alegasyon.

"I am also intent on belying the false claims made against me before the proper forum. I received no funds in connection with DPWH projects," sabi ni Co.

Inirekomenda rin ng NBI ang pag-usig kina alyas “Beng Ramos,” alyas “Mina,” Undersecretary Mary Mitzi “Mich” Lim Cajayon-Uy, Mr. Maynard S. Ngu, Ms. Carleen Y. Villa, Undersecretary Roberto R. Bernardo, Engineer Henry C. Alcantara, Mr. John Carlo Rivera, Ms. Linda “Victoria” Macanas, Mr. Juanito Mendoza, CPA, Ms. Sally Nicolas Santos, Mr. Jesse Mahusay, alyas “Andrei Balatbat,” Engineer Brice Ericson D. Hernandez, Engineer Jaypee D. Mendoza, at Engineer Arjay D. Domasig.

Binigyan-diin ng DOJ na, “not a matter of speculation or rumor” ang pagkakasali ng mga pangalan sa rekomendasyon ng NBI, kung hindi resulta ng mga sinumpaang salaysay.

“Significantly, the DOJ is ready, at any time, to turn over the files and all supporting documents to the Independent Commission on Infrastructure (ICI).
