Kabilang ang mga pangalan na kahawig ng prutas, palaman, at root crop ang ilan sa mga nakalista sa confidential fund disbursements ng Office of the Vice President (OVP) ni VP Sara Duterte noong 2023.

Inihayag ito ni Commission on Audit (COA) state auditor Xylene del Campo ng Intelligence and Confidential Funds Audit Office (ICFAO) sa ika-14 na araw ng impeachment trial ni Duterte nitong Martes.

Ayon pa kay Del Campo, wala ring naipakitang sapat na accomplishment sa mga dokumentong isinumite ng OVP upang magbigay-katwiran sa pagbabayad ng reward para sa confidential information sa nakalistang mga pangalan.

Pinuna din niya ang kakulangan ng dokumentasyon para sa mga gastusing sinasabing nagamit sa mga supply para sa confidential operations.

Tinukoy rin ni Del Campo sa mga acknowledgment receipt na sinasabing nilagdaan ng mga pangalang ka-apelyido ng ilang senator-judge, kabilang ang “Escudero,” “Hontiveros,” “Estrada,” at “Lapid.”

“May kamote, may mangga, may keso,” puna ni private prosecutor Lorna Kapunan sa kaniyang direct examination kay Del Campo.

Walang partikular na accomplishment

Kalaunan, nagsumite ang OVP ng certification at Protective Intelligence Operations Reports mula kay Col. Raymund Lachica ng Vice Presidential Security and Protection Group, bilang karagdagang liquidation documents.

Gayunman, sinabi ni Del Campo na hindi pa rin naging compliant sa Joint Circular 2015-01 ang mga ulat at dokumento kaugnay ng paggamit ng confidential funds ng OVP. Ang naturang joint circular ang nagtatakda ng mga patakaran sa paggamit ng confidential at intelligence funds.

“These Protective Intelligence Operations Reports, they attached it with [Lachica’s] certification as documents evidencing success. Based on my evaluation, it stated dates and locations of the engagements of the Vice President and their satellite offices, as well as probable threats, narratives of timeline of events from planning stage, actual operation, and post-operation,” ani Del Campo.

“But during my evaluation [of] these documents, hindi ko po nakita 'yung particular accomplishments po para magawaran ng payment of rewards,” dagdag niya.

Testigo ng prosekusyon si Del Campo para sa Article I ng impeachment case laban kay Duterte.
