Pinangalanan ng International Criminal Court (ICC) sa isang dokumento nitong Biyernes (oras sa The Hague) ang mga umano'y co-perpetrator o kasabwat ni dating pangulong Rodrigo Duterte kaugnay ng  kasong kinahaharap nito.

Ayon sa Document Containing the Charges (DCC) na isinumite ng Prosecution, ang mga kasabwat umano ni Duterte sa "common plan" para mapuksa ang mga kriminal sa pamamagitan ng "violent crimes including murder" ay ang mga sumusunod:

- Senador Ronald "Bato" dela Rosa, hepe ng Davao City Police mula Enero 2012 hanggang Oktubre 2013, at hepe ng Philippine National Police (PNP) mula Hulyo 2016 hanggang Abril 2018;

- Vicente Danao, hepe ng Davao City Police mula Oktubre 2013 hanggang Hunyo 2016; counterintelligence chief, PNP Directorate for Intelligence mula Hulyo 2016 hanggang Pebrero 2017; hepe ng Directorial Staff and Deputy Director for Operations ng PNP Criminal Investigation and Detection Group (CIDG) mula Pebrero 2017 hanggang Nobyembre 2018; at Manila Police District director mula Nobyembre 2018 hanggang Oktubre 2019

- Camilo Cascolan, finance chief ng Davao Region Police Office mula 2011-2012; hepe ng PNP Directorate for Operations mula Hulyo 2016 hanggang Abril 2018; regional director ng National Capital Region Police Office (NCRPO) mula Abril hanggang Mayo 2018; at chief of staff ng PNP Office ng PNP Office of the Chief of Directorial Staff mula Setyembre 2018 hanggang Oktubre 2019

- Oscar Albayalde, regional director ng NCRPO mula Hulyo 2016 hanggang Abril 2018, at hepe ng PNP mula Abril 2018 hanggang Oktubre 2019

- Senador Bong Go, personal aide at special assistant ni Duterte mula 1998 hanggang 2016; special assistant at chief ng Presidential Management Staff ni Duterte mula Hunyo 2016 hanggang Oktubre 2018

- Dante Gierran, Davao regional director ng National Bureau of Investigation (NBI) mula 2013 hanggang 2016; NBI director mula 2016 hanggang 2020;

- Isidro Lapeña, Davao City Police chief mula 1996 hanggang 1998; hepe ng Philippine Drug Enforcement Agency (PDEA) mula 2016 hanggang 2017

- Vitaliano Aguirre II, abogado ni Duterte at iba pang miyembro ng Davao Death Squad (DDS); secretary ng Department of Justice mula Hulyo 2016 hanggang Abril 2018

- iba pang miyembro ng PNP at matataas na opisyal

Sa isang panayam sa Super Radyo dzBB nitong Sabado, sinabi ni ICC Assistant to Counsel Atty. Kristina Conti na hindi na siya nasorpresa sa inilabas na listahan ng mga kasabwat ni Duterte.

“Inaasahan namin ito,” sabi ni Conti.

Idagdag pa ng abogado ng mga biktima ng giyera kontra droga na wala pang alam ang kanilang kampo kung mayroon nang mga warrant of arrest laban sa mga nakalistang co-perpetrators.

“Sa ngayon, wala pa tayong alam pero puwede ring mayroon na kaya nga nagtatago, pero ang iintayin natin ay signed issued warrant of arrest,” sabi niya.

Inilabas ng ICC sa kanilang website nitong Pebrero 13 ang isang pampublikong bersyon ng DCC na mas maliit ang redaksyon.

Inilista rin ng DCC ang mga kasong isinampa laban kay Duterte, kabilang na ang pagiging indibidwal na responsable sa mga krimeng isinampa sa Counts 1 hanggang 3 bilang isang hindi direktang co-perpetrator.

Ang mga Count 1 hanggang 3 ang mga sumusunod, ayon sa DCC:

"a. Count 1: Murders in or around Davao City during the Mayoral period by the DDS;

b. Count 2: Murders of High-Value Targets during the Presidential period;

c. Count 3: Murders and attempted murders in barangay clearance operations during the Presidential period"

 "At least between 1 November 2011 and 16 March 2019, DUTERTE and his coperpetrators shared a common plan or agreement to ‘neutralise’ alleged criminals in the Philippines (including those perceived or alleged to be associated with drug use, sale or production) through violent crimes including murder (“Common Plan”)," sabi sa DCC.

Ayon pa sa DCC, "DUTERTE ordered members of the DDS and the National Network, over whom he had authority as Mayor of Davao City and Head of the DDS, and later, President of the Philippines, to commit the crimes in Counts 1 to 3... One or more of these members carried out DUTERTE’s orders, which led to the commission of the crimes in Counts 1 to 3."

"DUTERTE induced members of the DDS and the National Network to commit the crimes in Counts 1 to 3... DUTERTE exerted influence over the members of the DDS and the National Network, prompting them to commit the relevant crimes." dagdag pa nito.

Ang dating pangulo pa ay “aided, abetted or otherwise assisted members of the DDS and the National Network to commit the crimes in Counts 1 to 3...By these acts, DUTERTE facilitated and/or provided moral encouragement for the relevant crimes.”

"For these reasons, Rodrigo Roa DUTERTE is criminally responsible for:

Count 1: Murder as a crime against humanity in Davao City during the Mayoral period of the 19 victims of Incidents 1 to 9, between 2013 and around June 2016, pursuant to articles 7(1)(a) and 25(3)(a) (indirect co-perpetration) and/or 25(3)(b) (ordering and/or inducing) and/or 25(3)(c) (aiding and abetting);

Count 2: Murder as a crime against humanity of ‘High-Value Targets’ in locations across the Philippines during the Presidential period of the 14 victims of Incidents 10 to 14, between around July 2016 and July 2017, pursuant to articles 7(1)(a) and 25(3)(a) (indirect co-perpetration) and/or 25(3)(b) (ordering and/or inducing) and/or 25(3)(c) (aiding and abetting);

Count 3: Murder and attempted murder as crimes against humanity in barangay clearance operations in locations across the Philippines during the Presidential period of the 45 victims (43 murders and two attempted murders) of Incidents 15 to 49, between around July 2016 and September 2018, pursuant to articles 7(1)(a) and/or 25(3)(f) and 25(3)(a) (indirect co-perpetration) and/or 25(3)(b) (ordering and/or inducing) and/or 25(3)(c) (aiding and abetting)," saad sa dokumento.

Ang nasabing dokumento ay nilagdaan ni Deputy Prosecutor Mame Mandiayae Niang.

Nananatili nakakulong si Duterte sa ICC Detention Center sa Scheveningen sa The Hague, Netherlands.
