Sa halip na "117," "911" na ang dapat i-dial ng mga nangangailangan ng tulong matapos pirmahan ni Pangulong Rodrigo Duterte ang isang kautusan na nagpapalit sa numero ng emergency hotline para sa crime prevention at public safety.

Sa ilalim ng Executive Order 56 na ipinalabas nitong Mayo 25, pinalitan na ang Patrol 117 hotline ng Emergency 911 Hotline para maitulad sa international standards ng mga emergency number ng public telecommunication networks.

Libre ang pagtawag sa 911 hotline pero may parusa sa mga mahuhuling nanloloko lamang.

Inatasan sa naturang kautusan ang telecommunication companies na magbigay uninterrupted connectivity at integration sa lahat ng mga tawag sa naturang hotline.

Nakasaad din sa EO 56, na isasailalim sa Department of Interior and Local Government ang Emergency 911 Program at ang National Hotline Public Safety Answering Center (National Call Center).

Inatasan din ang mga lokal na pamahalaan na nagtatag ng kanilang local 911 call centers na nasa ilalim ng pamamahala ng National Call Center.

Iniutos din ng pangulo ang pagbuo ng Emergency 911 Commission na susuri at gagawa ng mga patakaran tungkol sa programa.

Pamamahalaan ang komisyon ng kalihim ng Department of the Interior and Local Government, at vice chair naman ang kalihim ng Department of Information and Communications Technology.

Magiging miyembro naman ang mga kinatawan mula sa ilang sangay ng gobyerno tulad ng Office of the President, Department of Justice, at Department of National Defense.

“There is a need to improve public safety services and existing peace and order and public safety mechanisms by providing a clear command structure for responsibility and accessibility, and by encouraging and facilitating the prompt deployment of a seamless nationwide communication infrastructure for emergency services,” nakasaad sa EO.

Ang mga pangunahing tutugon sa mga tawag sa emergency hotline ang Bureau of Fire Protection at Philippine National Police. Magkakaloob naman ng pangunahing suporta ang Department of Public Works and Highways, Department of Health, Department of Transportation, Armed Forces of the Philippines, National Bureau of Investigation, Bureau of Immigration, Philippine Coast Guard, Philippine Drug Enforcement Agency, Metropolitan Manila Development Authority, local government units, hospitals, at public safety volunteers, at iba pang institusyon. -- FRJ, GMA News
