Inihayag ni Speaker Martin Romualdez ang buong suporta niya sa itinatag ng Palasyo na Independent Commission on Infrastructure (ICI) na sisiyasat sa maanomalyang flood control projects. Ang pinuno ng House Infrastructure Committee, sinabi namang tuloy pa rin ang sarili nilang imbestigasyon tungkol sa naturang kontrobersiya.

“I fully support President Ferdinand R. Marcos Jr.'s statement that no one is exempt from accountability. The House of Representatives has already embraced this principle in our work to uphold transparency and restore public trust,” pahayag ni Romualdez, pinsan ni Pangulong Ferdinand Marcos, Jr.

Sinabi rin ni Romualdez na nagpaalala rin ang pangulo sa mga mambabatas na nagsasagawa ng imbestigasyon na hindi dapat maging lugar ang pagdinig sa name-dropping at walang basehang akusasyon.

“I share this view [of the President]. Investigations must be anchored on facts and evidence, not on rumor, innuendo, or hearsay. Only by focusing on the truth can we ensure both accountability and fairness,” dagdag ng Speaker.

“The House will not be a refuge for wrongdoing. Not even its own Members will be shielded if wrongdoing is proven. We will ensure that the process is fair, fact-based, and guided by the rule of law. Walang itinatago, walang poprotektahan, at higit sa lahat— hindi lilihis sa interes ng taumbayan. The House won’t be a refuge for wrongdoing,” patuloy ni Romualdez.

Pagkakataon umano ang ICI para malinis ang sistema laban sa katiwalian, at handa ang Kamara na makipagtulugan sa komisyon.

Ang ginagawang imbestigasyon umano ng komite ay kailangan para malaman din ang mga dapat managot, at makabuo ng mga batas na may kaugnayan sa usapin.

“Our committees have already begun reviewing procurement safeguards and monitoring project implementation to plug loopholes and strengthen oversight. This issue is bigger than personalities,” paliwanag niya.

Nitong Lunes, sinabi ni Marcos na kasamang iimbestigahan ng ICI kung kailangan si Romualdez at mga kaalyado niya tungkol sa flood control projects.

'Well, there’s only one way to do it, they will not [be] spared. No body—anybody will see ‘ah hindi wala, wala tayong kinikilingan, wala tayong tinutulungan, wala naman maniniwala sa iyo hangga't gawin mo eh, so gagawin namin. Alright,'' sabi ni Marcos sa presscon.

Kaugnay nito, sinabi ni House Infrastructure Committee co-chairman Representative Terry Ridon, na ipagpapatuloy nila ang kanilang imbestigasyon kahit simulant na ng ICI ang gagawin nitong pagsisiyasat.

"At this point, we are ready to proceed with yun pong mga ongoing po na mga pagdinig. Katulad ng sa Bulacan, yung Benguet, yung mga na-announce na po namin na mga pagsisiyasat," saad niya.

Handa rin umano ang komite na ibahagi sa ICI ang mga impormasyon at findings, at rekomendasyon na nakita nila sa kanilang imbestigasyon.

"We are ready to work with the ICI. It is part of their mandate to work with Congress and the Senate. So we are ready to furnish all the documents, evidence, and findings, and recommendations to them. Kahit hindi po kami tapos, pwede na ho namin ibigay ito sa kanila. So makikipagtrabaho po kami with the ICI," dagdag niya.

Magsasagawa umano sila ng isa pang pagdinig at pagkatapos ay magdedesisyon ang komite kung susupendihin nila ang imbestigasyon o ipagpapatuloy pa rin.

"Pero I think the suspension will not come anytime soon," pahayag niya.

Ayon kay Ridon, nais nilang alamin sa mga Discayas kung bakit ang mga government officials na umano’y sangkol sa maanomalyang flood control projects mula noong 2022 pataas lang ang kaniyang isiniwalat sa nakaraang pagdinig.

"Someone told them kasi that the agenda kasi was just 2022 and beyond. But, obviously, the question therefore would be, who told them that the agenda should only be 2022 and beyond? Was it a senator that actually told them? Or was it a lawyer that told them that 2022 and beyond lang po yung dapat laman po ng affidavit na ito? Kasi I checked the agenda. Parang di naman ganoon. Parang di naman timeline-bound yun pong agenda," ani Ridon.

"I'm telling them now as chair, give the names for 2016 to 2022. Pati yung nag-utos sa kanila ng 2022 onwards," dagdag niya.

Nang tanungin kung papayag kaya ang komite sakaling humiling ng executive session ang mga Discaya kapalit ng pagbibigay ng iba pang impormasyon, sabi ni Ridon, "Executive session can only be undertaken if we are talking about questions of national security, state secrets. I don't think they are state secrets and national security questions pagka ho pangalan ng mga kongresista at senador na binibigyan noon ng pera ang pinag-uusapan. So, no. The answer is no. No executive session for them. They have to disclose the names. All the names. 2016 to date."
