Inilahad ni dating Executive Secretary Lucas Bersamin na hindi siya nagbitiw sa kaniyang posisyon, taliwas sa inanunsyo ng Malacañang nitong Lunes na umalis siya bilang miyembro ng Gabinete “out of delicadeza.”
''Hindi ko alam paano nagsimula 'yan na nag-resign ako. Inannounce siguro 'yan pero wala akong resignation na finile. Kasi, sinabi na, lumabas nabasa ko na lang I resigned out of delicadeza. Masarap pakinggan 'yung out of delicadeza pero hindi naman totoo 'yan. Hindi ako nag-resign,'' pahayag ni Bersamin sa Palace reporters nitong Miyerkoles.
''The only letter I sent regarding my position na wala na was that letter I signed yesterday late afternoon na sinabi ko I bow to the prerogative of the President...'' dagdag niya.
Ayon kay Bersamin, isang ''close friend'' ang tumawag sa kaniya noong Lunes ng umaga, at sinabihan siya na kailangan na niyang umalis bilang executive secretary.
Nakausap din umano ni Bersamin si Pangulong Ferdinand Marcos Jr. noong Lunes ng gabi, ngunit hindi na niya ito idinetalye.
''Those matters are between him and me, because as of that time, although inannounce na nag-resign ako at tinanggap na at inannounce na 'yung sumunod sa akin, I was still... technically speaking, on hold over. Covered pa din by this technical protection of confidentiality,'' sabi ni Bersamin.
Bagaman masama ang loob niya sa anunsyong nagbitiw siya, sinabi ni Bersamin na hindi niya masisisi ang Presidential Communications Office (PCO).
''I felt bad somehow but I am not going to waste time worrying about the nuance or way they did it because maybe they're also at instruction or even the pressure na mayroon akong resignation. I cannot blame them for that,'' saad niya.
Iniisip din ni Bersamin na may basehan ang PCO sa ginawa nitong anunsyo tungkol sa kaniya.
''Wala na akong karapatan na magtanong pa sa kanila. I'll just assumed na they were acting on the basis of some... they had their own basis. But I am disputing 'yung statement nila that I resigned because I did not,'' patuloy ng opisyal.
Sinusubukan pa ng GMA News Online na makuhanan ng reaksyon ang PCO tungkol sa mga pahayag ni Bersamin.
Kaugnay nito, itinanggi ni Bersamin na sangkot siya sa hinihinalang maanomalyang flood control projects.
"I vehemently deny the imputation against me that I said anything to Sec. (Manny) Bonoan that ‘we will take care of it’ regarding the supposed facilitation of the P52 billion," ani Bersamin.
"(Former DPWH Usec Roberto) Bernardo could not be a credible source of relevant information if his knowledge looks and sounds like at least triple hearsay,” dagdag niya.
Ginawa ni Bersamin ang pahayag kasunod ng sinabi ni Senate President Pro Tempore Panfilo “Ping” Lacson, na batay sa kuwento ni Bernardo, nagsabi umano si Bersamin na “siya na bahala” sa P52 billion insertions sa 2025 budget.
Bukod kay Bersamin, sinabi ni Palace Press Officer Undersecretary Atty. Claire Castro noong Lunes, na nagbitiw din si Budget Secretary Amenah Pangandaman sa puwesto “out of delicadeza,” matapos na masangkot ang pangalan nila sa kontrobersiyal na flood control projects.
Itinalaga si Ralph Recto, dating kalihim ng Finance department, bilang kapalit ni Bersamin. Habang magiging officer in charge naman ng DBM si Budget Undersecretary Rolando Yu Toledo.
