Sinampahan sa Office of Ombudsman ng mga reklamong pandarambong at katiwalian si Vice President Sara Duterte, at 15 iba pang opisyal ng Department of Education (DepEd) at Office of the Vice President (OVP), kaugnay ng mali umanong paggamit ng P612.5-milyong confidential funds.

Kabilang sa mga nagreklamo na nagtungo sa Office of the Ombudsman nitong Biyernes ay sina dating Finance undersecretary na si Cielo Magno, ang 2025 Ramon Magsaysay awardee na si Father Flavie Villanueva, at si Father Robert Reyes.

Bukod sa pandarambong at katiwalian, kasama rin sa mga reklamo ang malversation at iba pang kaugnay na reklamo laban kay Duterte dahil sa hindi umano wastong paggamit ng bise president sa confidential funds mula 2022 hanggang 2023.

Sinabi nila na sa kabila ng mahaba at paulit-ulit na pagtatanong ng Kongreso, tumanggi ang Bise Presidente na magpaliwanag kung saan ginagastos ng kaniyang mga opisina ang naturang halaga ng pampublikong pondo, na isa umanong nagtataksil sa tiwala ng mga tao, ayon sa grupo.

"In the light of the many calls of the Filipino people for accountability, we should not forget the numerous instances that the second highest officer of the country has skirted away questions and investigations over anomalous use of confidential funds. In the instance of being questioned by the representatives of the people in Congress, the Vice President, Sara Duterte, has blatantly refused her responsibility to answer to the people. She has continuously undermined the very essence of what public service is all about. Her indiscriminate misuse of public funds without fear of accountability is outright criminal and a perfect example of the betrayal of public trust,” sabi ni Villanueva sa mga reporter.

"Today, we call upon the institution of the Ombudsman to put an end to this mockery of the system of checks and balances as enshrined in our Constitution. We fervently hope that our charges of plunder, conversation, bribery, graft and corruption, betrayal of public trust, and gross violation of the Constitution be upheld against Vice President Sara Duterte, and she, at least, be called upon to account one on hundreds of millions of confidential funds that she plundered. And if she fails to do so, she should no less than be found criminally liable for it," dagdag ni Villanueva.

'Fictitious' na mga pangalan

Sa isang pahayag, sinabi ng mga nagrereklamo na pinlano at nag-utos ang Bise Presidente ng mga kagayang pamamaraan sa OVP at DepEd upang ilihis at itago ang P612.5 milyong confidential funds sa pamamagitan ng mga iregular na transaksiyon, mga hindi suportadong disbursement voucher, at mga sertipikasyong nilagdaan nang walang pagsusuri.

"Entire cash advances were allegedly handed to unauthorized AFP (Armed Forces of the Philippines) officers personally designated by Duterte, while liquidation was completed using fabricated acknowledgment receipts bearing fictitious names such as 'Mary Grace Piattos,' 'Nova,' and 'Oishi.' The filing argues that these acts reflect deliberate evasion of oversight and systematic abuse of authority, constituting serious violations of the constitutional mandate that public office is a public trust," sabi nila.

Kabilang sa mga batayan ang maling paggamit umano ni Duterte ng confidential funds sa kaniyang pagkabise presidente sa kasong impeachment na isinampa ng Kamara de Reprsentantes laban sa Bise Presidente.

Gayunpaman, itinuring na labag sa konstitusyon ng Korte Suprema noong Hulyo 25 ang kasong impeachment dahil sa paglabag sa one-year bar rule, o isang reklamong impeachment lamang ang maaaring isampa laban sa isang impeachable official kada taon, at paglabag sa karapatan ng Bise Presidente sa due process.

Naghain naman ng mosyon ang Kamara para hilingin na baligtarin ng SC ang desisyon. Iginiit ng mga kongresista na eksklusibo nitong tungkulin ng Kamara na usigin ang isang impeachable official, at trabaho naman ng Senado na litisin ang kaso.

Sinabi ni Magno na ang negatibong desisyon ng SC ay hindi dapat maging hadlang sa paghingi ng pananagutan mula sa Pangalawang Pangulo, kaya naman naghain sila ng reklamo sa Ombudsman.

"This [effort] is recognizing that we have various mechanisms, various institutions to hold our politicians accountable. And we have to make sure that these institutions are working for our interests," sabi ni Magno.

"This process will also be recognized as something as valuable as such," dagdag ni Villanueva.

Sinusubukan pang makuhanan ng panig si Duterte at iba pang inaakusahan. Pero dati nang iginiit ni Duterte na walang iregularidad sa paggamit niya ng naturang pondo, sinabing pulitika lang ang mga alegasyon laban sa kaniya. – Llanesca T. Panti/Jamil Santos/FRJ GMA Integrated News
