Nais na malaman ni House Deputy Speaker Ronaldo Puno ng Antipolo kung sino ang pasimuno kung bakit nabura sa 2025 budget ang P74 bilyon na unang inilaan bilang government subsidy para sa PhilHealth, at pagkakatapyas sa pondo ng Department of Education (DepEd). Habang ang pondo naman ng Department of Public Works and Highways (DPWH), lumobo.
Ayon kay Puno, dapat isiwalat ng mga kasapi ng Bicameral Conference Committee kung sino ang nasa likod ng nangyaring paglilipat ng pondo, bunga na rin ng pahayag ni Senador Panfilo Lacson, na hindi dapat na-zero sa subsidiya ang PhilHealth sa 2025 budget.
“I agree with Senator Lacson that what happened was wrong. But for me, since it is the budget season, our party, the National Unity Party, it is our position that we should not discuss the 2026 proposed budget unless the mysteries of the current budget are resolved,” sabi ni Puno sa press conference nitong Martes.
Ayon kay Puno, sa inaprubahang bersiyon ng Kamara de Representantes sa 2025 budget, nakalagay ang P74 billion subsidy sa PhilHealth, at buo rin ang pondo na inilaan para sa DepEd.
Kaya hindi raw ang Kamara ang dapat sisihin sa nangyaring paglilipat ng pondo na nagpalobo sa pondo ng DPWH na namamahala at naglalaan ng pondo sa iba’t ibang infra projects, kasama na ang flood control.
“The House-approved version of the 2025 budget, and you can see it on the record, the PhilHealth budget [subsidy] was intact. The proposed Education budget was also intact. That is what was sent to the Senate,” giit ni Puno.
“Now, the final budget removed the PhilHealth subsidy, reduced the Education budget, and the Public Works budget scored an increase. Sinong nagpalit nun? Paano nangyari yun? Sino talaga ang nagtanggal? Paano natanggal yung PhilHealth [subsidy] budget? Kasi alam ko, hindi dito sa House of Representatives ‘yun,” dagdag ni Puno.
Kamakailan lang, sinabi ni DepEd Secretary Sonny Angara, na aabot sa P12 bilyon ang tinapyas sa pondo ng kaniyang ahensiya sa 2025 na ayaw na niyang maulit sa 2026 budget.
Ayon pa kay Puno, dapat malaman kung sino ang nakinabang sa naturang paglilipat ng mga pondo.
“Is there truth to Senator Tito Sotto’s statement that Senators and Senate leaders benefited from these budget realignments? We want to know because the House is being blamed for what happened in the budget when it should not be the case,” pahayag pa ni Puno.
