Idineklara ni Pangulong Ferdinand R. Marcos Jr. nitong Martes ang state of national energy emergency, at iniutos ang pagpapatupad ng Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) para sa mga apektadong sektor.

Kasunod ito ng paglagda ni Marcos sa Executive Order No. 110 na nagdedeklara ng state of national energy emergency, nagpapatupad ng UPLIFT, at paganahin ang whole-of-government response para matiyak ang katatagan ng suplay ng enerhiya, suportahan ang mahahalagang sektor tulad ng transportasyon, agrikultura, at MSMEs, at maprotektahan ang mga Pilipino sa gitna ng problema sa pandaigdigang suplay ng langis.

"A state of national energy emergency is hereby declared in light of the ongoing conflict ni the Middle East, and the resulting imminent danger posed upon the availability and stability of the country's energy supply," nakasaad sa executive order ni Marcos.

Ayon sa EO, ang UPLIFT ay nagsisilbing balangkas ng organisadong pagtugon ng gobyerno, na binubuo ng mga hakbang sa pamamahala ng suplay ng enerhiya na ipatutupad ng Department of Energy, at mga kaakibat na ahensya, at mga karagdagang hakbang upang suportahan ang mga konsyumer at apektadong sektor.

Ang UPLIFT Committee na mangangasiwa sa pagpapatupad nito ay binubuo ng mga sumusunod:

  • President of the Philippines
  • Executive Secretary
  • Secretary, Department of Energy (DOE)
  • Secretary, Department of Transportation (DOTr)
  • Secretary, Department of Social Welfare and Development (DSWD)
  • Secretary, Department of Agriculture (DA)
  • Secretary, Department of Finance (DOF)
  • Secretary, Department of Economy, Planning, and Development (DEPDev)
  • Secretary, Department of Budget and Management (DBM)

Ang DEPDev ang magsisilbing Secretariat ng Committee at magbibigay ng kinakailangang teknikal at administratibong suporta.

Inatasan din ang DSWD na pabilisin ang pagbibigay ng tulong sa ilalim ng Assistance to Individuals in Crisis Situations (AICS) at suportahan ang mga apektadong sektor tulad ng transport workers, magsasaka, mangingisda, OFWs, at iba pang peligrosong grupo.

Inutusan naman ang Department of Trade and Industry (DTI) na bantayan at pigilan ang labis na pagtaas ng presyo ng mga pangunahing bilihin at magpatupad ng mga programang susuporta sa MSMEs.

Inatasan naman sa EO 110 at binigyan ng pahintulot ang DOE na "to take appropriate measures to safeguard the stability and adequacy of the country's energy supply and mitigate the adverse effects of disruptions in global energy supply markets."

Ang DOTr., inatasang magpatupad ng mga hakbang upang mabawasan ang epekto sa sektor ng transportasyon at sa mga commuter.

Kasama rin sa direktiba ang utos ni Marcos sa DSWD na pabilisin ang pagbibigay ng tulong sa ilalim ng Assistance to Individuals in Crisis Situations (AICS) at suportahan ang mga apektadong sektor tulad ng transport workers, magsasaka, mangingisda, OFWs, at iba pang vulnerable groups.

"It shall likewise implement support programs for micro, small, and medium enterprises (MSMEs) and promote the adoption and use of electric vehicles, renewable energy, and other energy-efficient solutions in the transportation, logistics, and manufacturing sectors to reduce dependence on petroleum products," ayon sa kautusan.

Epektibo ang state of national energy emergency sa loob ng isang taon na puwedeng palawigin o bawiin ng pangulo. — FRJ GMA Integrated News
