Pinatalsik ng Kamara de Representantes bilang kongresista si Francisco “Kiko” Barzaga ng 4th district ng Cavite. Dahil umano ito sa masamang asal at pag-uugali niya na hindi angkop sa isang miyembro ng kapulungan. Kasama na rin ang paulit-ulit na kabiguan umano niyang gampanan ang kaniyang tungkulin bilang mambabatas.
Ayon kay 4Ps party-list Rep. JC Abalos, chairman ng ethics committee, ang pagpapatalsik ang tanging parusa na nararapat kay Barzaga dahil hindi na umano nagbago ng asal ang mambabatas kahit dalawang beses na siyang sinuspinde ng tig-60 araw nang walang sahod.
Nang idaan sa botohan ang rekomendasyon ng komite na patalsikin si Barzaga, 265 ang bumoto pabor dito, habang 14 lang ang tumutol. Walo naman ang hindi piniling bumoto.
“With the representative having meted, in two instances, 60-day suspensions, the Committee considers that another penalty of suspension will not likely deter the improper behavior which continuously reflects negatively on the image of the House of Representatives," saad ni Abalos nang isulong niya ang rekomendasyong nakasaad sa Committee Report laban kay Barzaga.
"Therefore, the Committee approves the recommendation of the imposition of the most severe penalty of expulsion from office upon Representative Francisco 'Kiko' A. Barzaga pursuant to Section 16, paragraph 3, Article VI of the Constitution, Section 142, Rule 20 of the Rules of the House of Representatives and Section 52(b)(5), Rule 9 of the Committee Rules,” dagdag niya.
“After a thorough deliberation on the case, the Committee finds Respondent Rep. Francisco 'Kiko' A. Barzaga of the Fourth District of Cavite to have committed disorderly behavior and demonstrated conduct unbecoming of a Member of the House of Representatives by violating Section 141(a) and (b), Rule 20 of the House Rules, and Section 4(A)(b) of Republic Act No. 6713,” sabi pa ni Abalos.
Kasunod nito, umaasa si Abalos na iiwasan na ng mga mambabatas ang anumang kilos na maaaring magmukhang hindi naaangkop o magpapahina sa tiwala ng publiko sa mga institusyon ng pamahalaan.
“Republic Act 6713 explicitly commands all public officials to observe professionalism as a core standard of personal conduct. The actions of the respondent fell dangerously short of this standard. His conduct undermined the collective duty of this august body to legislate with dignity and decorum,” sabi ni Abalos.
Samantala, nagpahayag naman ng pagdududa si Navotas Rep. Tobias Tiangco, na kumuwestiyon sa pagpapatalsik kay Barzaga, kung talagang nararapat ang naturang mabigat na parusa.
“He made mistakes, but the penalty should be commensurate with the offense,” ani Tiangco.
Sa panayam ng mga mamamahayag, sinabi ni Barzaga na hindi siya nag-aalala sa ginawang pagpapatalsik sa kaniya at magbabakasyon daw muna siya.– FRJ GMA News
